State Homeland Security - available via state and aligned to state homeland security strategy & approved by DHS. 80% directed to local government Urban Area Grants - focus on high-threat, high-density urban areas as designated by DHS. 80% directed to local government Metropolitan Rail Transit Authorities - security, surveillance equipment, detection systems, training, exercises. Thermal imaging stated specifically.

$1.7 billion - state homeland security programs
$675 million - high-threat / high-density urban areas
$500 million - law enforcement terrorism prevention grants
$50 million - metro transit

| Edward Byrne Memorial Law Enforcement Assistance Formula Grant Program |
A partnership among federal, state, and local governments to create safer communities. BJA is authorized to award grants.
How it Works.
Bureau of Justice Assistance (BJA)authorized to award grants to states for use by states and units of local government to improve the functioning of the criminal justice system—with emphasis on violent crime and serious offenders—and enforce state and local laws that establish offenses similar to those in the federal Controlled Substances Act (21 U.S.C. 802(6) et seq.). Grants may be used to provide personnel, equipment, training, technical assistance, and information systems.
